District 8 helps its Southern Illinois and Eastern Missouri members learn the arts of speaking, listening, and thinking ultimately promoting self-actualization, enhancing leadership potential, fostering human understanding, and contributing to the betterment of humankind.

Toastmasters International empowers people to achieve their full potential and realize their dreams. Through our member clubs, people throughout the world can improve their communication and leadership skills, giving them the courage to change.
The Mission of the District
The mission of the District is to enhance the performance and extend the network of Clubs, thereby offering greater numbers of people the opportunity to benefit from the Toastmasters educational program by:

Focusing on the critical success factors as specified by the District educational goals and membership goals.

Insuring that each Club effectively fulfills its responsibilities to its members.

Providing effective training and leadership development opportunities for Club and District officers.
Toastmasters International continually expands its worldwide network of clubs, thereby offering ever-greater numbers of people the opportunity to benefit from its programs.

Every Toastmaster in District 8 is a friend and will be treated with special attention.

The Toastmasters educational program will be the focus for all Clubs in District 8.

Every non-Toastmaster in the community is a potential Toastmaster. Give everyone the opportunity to join a Club in District 8 and become your friend. If necessary, let them reject the opportunity. Never allow the excuse, "I was never asked to become a Toastmaster."
